Residents of other states can purchase firearms but it will be sent to a FFL dealer in their state. State and local laws will be applied for sales to residents from other states (the destination FFL would do that anyways). Shooting range: For handguns, you must be 21. For long guns, 18. Foreigners with valid IDs can use the shooting range but the age requirements are the same. Anyone who is under the influence of alcohol or drugs will be prohibited from using the range.
